Yes you can use colored pencils and anything else you like. Really, anything. The abstraction has to do with the lack of representation in the art itself, not with your particular medium. The medium is in fact where you can draw your attention if you like. Abstract art can happen in two and three dimension so you don’t have to limit yourself to pens and pencils. Find a medium that you enjoy and start from there. You don’t need anything fancy or expensive either. For example, simple crayons would do.
