On a home improvement show, I saw them mount goose neck desk lamps above large framed art…?

How would the base of the lamp be attached safely and securely to the wall above the artwork?
I already have the desk lamps!

I guess you could drill holes through the base of the lamp, being careful not to drill through any wiring, and then fasten it to the wall like you would anything else. Or you could just buy picture lamps which would be simpler.
