What is the best primer to use on a pre painted concrete floor. The blue painters tape tour up the orig color?

I am trying to paint the border color the same mixed blue but I’m having trouble matching it. This pre painted concrete floor is a kitchen floor & has been washed many times. The blue painters tape ripped off some of the border color & detail. Now the concrete color is showing through & its very very porous. I applied clear acrylic gesso to the torn up areas off but the surface is still rough & either takes too much color or not enough. Is their a clear primer any one can recommend?

A high-performance, ready-to-use, water-based pre-treatment for porous concrete, designed specifically to promote optimum adhesion. This epoxy pre-treatment, when properly applied, provides a sound surface with excellent resistance to water, alkali and efflorescence. It improves the adhesion of paints and stains by binding together loose particles. The primer will appear slightly milky in the container; however, it will dry to a clear, natural look. Where To Use
Use only on porous surfaces. Penetration of the bonding primer into the surface is essential.
Interior/exterior and vertical/horizontal concrete, masonry, stucco, cinder block and any porous stone or brick.
Ideal for use on garage floors, driveways, basements, porches, tennis courts, cool and pool decks, masonry, stucco and porous brick surfaces.
Can be used before touch-ups where surface coatings have failed.
Do not use on coated surfaces.
Not for use as a waterproofer or as a topcoat (must be topcoated with a paint or stain).
Not designed for use on wood, metal or silicone treated surfaces.
NOTE: SOME SURFACES MAY APPEAR SLIGHTLY DARKER AFTER PRODUCT DRIES.
CAUTION: Surfaces may become slippery when wet.
Use caution when walking on surface when moisture is present.

Preparation*

(The following steps are recommended for best results.)
Proper surface preparation is essential for penetration of the primer.
Surface must be cleaned and porous prior to priming.
Smooth concrete surfaces must be properly etched.
New, Aged or Uncoated Concrete:
New concrete must cure for a minimum of 30 days prior to priming.
Patch all holes and cracks with patching compound and allow to dry before priming.
Remove all dirt, grease and oil with BEHR NO. 990 CONCRETE CLEANER & DEGREASER. Refer to product label for specific instructions.
Etch using BEHR NO. 991 CONCRETE ETCHER & RUST REMOVER. Refer to product label for specific instructions.
Painted, Stained or Sealed Concrete:
Completely strip all coatings prior to use.
For touch-ups where surface coatings have failed, completely remove any loose or peeling paint by scrapping, wire brushing or grinding.
Remove all dirt, grease and oil with BEHR NO. 990 CONCRETE CLEANER & DEGREASER. Refer to product label for specific instructions.
Etch using BEHR NO. 991 CONCRETE ETCHER & RUST REMOVER. Refer to product label for specific instructions.
Application
Wear appropriate eye, skin and apparel protection when applying BEHR NO. 880.
DO NOT THIN PRODUCT.
Stir BEHR NO. 880 CONCRETE BONDING PRIMER thoroughly before and occasionally during application.
Use product when surface and air temperature are above 50°F and below 90°F (10-32°C).
Avoid applying primer to hot surfaces.
On horizontal surfaces apply a thin even coat using a 3/8″-1/2″ nap roller cover, pad applicator, brush, airless sprayer (.015 spray tip), garden sprayer or a squeegee at a spread rate of 350-400 sq. ft. per gallon.
Do not over apply or allow product to puddle. Remove any puddles by spreading product to drier areas or by wiping up excess with a clean cloth.
On vertical surfaces apply using an airless sprayer or brush.
Initial foaming may be observed but will disappear upon drying.
Dry Time
Dries to the touch in 2 to 4 hours at 77°F and 50% humidity.
Additional dry time is needed in cooler temperatures and higher humidity.
Must apply a topcoat after at least 8 hours.
Topcoat must be applied within 30 days.
Clean Up
Use any commercial brush cleaner. Note: Do not use soap and water to clean brushes or other applicators as they will become gummy.
Properly dispose of all soiled rags.
For disposal of empty containers and unused primer, contact your household refuse collection service.
Do not store unused product inside the home. Store in a cool area away from heat or sunlight.
