Soviet Painting

If a person living in the Soviet Union During the Stalin era Painted a portrait of Stalin on a government?
Building would he be punished. the portrait isn’t offensive in any way it’s just a portrait that a person has painted on the side of a government building
Unless it was officially commissioned by the government it would be considered graffiti and the “artist” would have at least found himself in for a long vacation in a Siberian Gulag. If Stalin took offense, and it did not take a great deal to personally offend Uncle Joe, punishment would be a lot nastier.
